Just because another repair shop or even Apple has deemed your device completely dead and unable to recover your precious data, please don’t take their word for it and get a second opinion.
In the unfortunate event that your data wasn’t backed up before your device died on you for any particular reason, not all is necessarily lost as we have skills that not many can offer to repair or replace components on the logic board (motherboard) to recover your important data or memories.

A CPU is probably best described as the brain of a device and can completely fail but more commonly in a few iPad generations the solder that connects it to the logic board becomes weak or cracks and the iPad will most likely not be able to boot at all or boot loop with the Apple logo constantly turning on and off.
If you don’t particularly need your data and try to factory restore it, you may get “error 4013”. Please don’t try this if data is important to you.
